The Public Fundraising Regulatory Association (PFRA) works closely with local councils and business associations to manage and license street sites for face-to-face fundraising. This ensures fundraising happens responsibly, safely, and at a level that is sustainable for local communities.
Every public site used for fundraising is carefully assessed and approved. The PFRA oversees a coordinated system for booking and resting locations across major cities - including Auckland, Wellington, the Hutt, Hamilton, Waikato, and Christchurch. This helps balance the needs of charities and the public, keeping fundraising visible, effective, and sustainable within each community, while empowering people to support the causes they care about.
Through our licensing and rostering process, we:
- Approve and allocate sites in line with local bylaws and council agreements
- Monitor and rest locations to prevent overuse and maintain public goodwill
- Ensure sites are accessible, safe, and suitable for both fundraisers and the public
- Support fundraisers through training, mystery shopping, and compliance monitoring
- Investigate and resolve complaints when issues arise
- Limit access to accredited PFRA members who have met our Code of Conduct and Accreditation standards
This process gives the public confidence that all fundraisers working on licensed sites are trained, accountable, and meet strict professional standards. It also helps protect the long-term sustainability of public fundraising in Aotearoa - allowing charities to connect meaningfully with communities while respecting the spaces they share.
With the PFRA as a single point of contact for Councils, and Business Associations we are able to maintain excellent communication and manage issues and any public complaints or feedback about members activity quickly and efficiently.

The PFRA is funded by charities and provides a range of services free to councils and local authorities. The benefits of self-regulation for charities come from long-term sustainability and mutually beneficial relationships with local authorities, business associations and communities.
